MEN Vuthy (M.Eng), Team Leader
Water Resources and Remote Sensing Engineer

Mr. Eckersall has 30 years’ geospatial end user, software development and consulting experience. He maintains a consistent track record of delivering professional grade solutions in use by thousands. Mr. Eckersall builds consensus and quickly translates requirements into fully supported and robust solutions using a mixture of agile methodologies. Scott routinely integrates GIS technology with other systems, databases, and processes. He is currently President of ECKERSALL, LLC and remains 100% hands-on as a software developer, consultant and trainer specializing in GIS and other geospatial technology running on the web, desktop and mobile platforms. Prior to starting ECKERSALL, LLC in 2006, Mr. Eckersall worked for ArborPro, Inc, Digital Map Products, Psomas, and Los Angeles County Department of Public Works.

Dr. Sovanna conferred her Master in 2018 and PhD in 2021 in Water Resources Engineering from Kyoto University. She graduated Bachelor’s degree in Water Resources and Rural Infrastructure Engineering from the Institute of Technology of Cambodia in 2016. She has published several research papers in top scientific journals such as the Journal of Environmental Management and Applied Mathematics and Computation. Her works involved hydraulics, hydrology, numerical computation, and water resources management in open channel flow. She has 7 years’ research experience in water resources. She cultivated programming languages and some needy hydraulic modeling, namely Python, C++, QGIS, Arc-GIS, and HEC-RAS. She is currently a government official at National Institute of Science, Technology & Innovation, Ministry of Industry, Science, Technology & Innovation, Cambodia. Her roles and responsibilities are to design training curriculum, design training qualification framework, and conduct researches on database and training system in Cambodia. Besides, she also does research on related topics in strategic decisions and governance frameworks in Cambodia in the international climate change agreement called the Paris Agreement. She supports the government in analytical reviews of key decisions and provides capacity-building workshops with cross-ministries and stakeholders.

MEAN Sovanna (PhD), Water Resources Engineer

Dr. UK Sovannara received the degrees of Master of Engineering and Doctor of Engineering in Civil Engineering from the Tokyo Institute of Technology, Japan, in 2017 and 2022, respectively. He also obtained an Engineer’s degree in Water Resource and Rural Infrastructure from the Institute of Technology of Cambodia in 2014 and a degree in Bachelor of Education from the Institute of Foreign Languages, Royal University of Phnom Penh in Cambodia in 2013. Dr. UK has also been involved in international projects such as Science and Technology Research Partnership for Sustainable Development in Cambodia (SATREPS) and Urban Water Project (UWP). Dr. UK is also a co-editor and author of the book titled “Water and Life in Tonle Sap Lake” published in Springer. He is a member of the International Association for Great Lakes Research (IAGLR) and a part-time researcher at the HydroMet and Disaster Management Lab, Faculty of Hydrology and Water Resources Engineering, Institute of Technology of Cambodia.

Kimsan is a master's student from Institute of Technology of Cambodia and a non-residential intern from the East West Center base in Hawaii. Currently, he is doing research of drought and dam economic tradeoffs in Lower Mekong River Basin, supported by Wonders of the Mekong Project. While a coronavirus shaked the world in early 2020, Kimsan was selected to participate in a short exchange to States called Young South East Asia Leaders Initiative (YSEALI) Academic Fellowship. Unfortunately, the program has been becoming a hybrid method with virtual engagement with a hosted institute for 36 hours and 3 weeks in-person fellowship program after the situation allows. During the virtual and in-person program, he met many researchers in YSEALI’s program at East-West Center (EWC) bases in Hawaii. The program sent him to Innodays Organization to learn how to run an innovation challenge program. During that time, he has been co-contributed design the program on circular economy. The program was specific to EU and ASEAN students working together and finding solutions during 48hrs. YSEALI virtual institution also brought him to work with other fellows of the non-residential internship program at EWC. This program has improved his research career with effective presentation and scientific communication skills he has learned. In his academic jouney, he mastered his career on geospatial analysis (Argis and QGIS), hydrological modeling such as Soil Water Assessement Tool (SWAT), drought analysis such precipitation standardized index, streamflow drought Index(SDI), and other visualization’s program such as python, R-stadio and Matlab.

CHAN Kimsan

NOP Channpisey is an Irrigation Engineer at Mekong water solutions, an Australian Government initiative (Branch of eWater LTD). She is working with hydrological models and ArcGIS for water resources management plans. She has associated with Cambodia-Australia Agricultural Value Chain Program(CAVAC) on Irrigation systems design and construction. She has also worked on operation and maintenance plans for the Irrigation scheme in Takeo province, Cambodia. Moreover, she has pertained to in using ArcGIS for updating landholding survey maps and providing technical training on the irrigation systems. Channpisey holds a Master of Agricultural Science from Kyoto University, Japan, and an Engineering degree in Water Resources Engineering and Rural Infrastructure from the Institute of Technology of Cambodia. She has participated in the International summer school “ Data Science “ at the University of Gottingen, Germany. She has published her research in the Journal of Cleaner Production on a topic of “A multi-state Makov chain model for rainfall to be used in optimal operation of rainwater harvesting system”. She performs in the hydrology, climate data, programming (python, c++), modeling (SWAT, Source model), Irrigation system design, geographical information systems (ArcGIS), and decision support for water resources management.
